ABOUT THE DEPARTMENT

The Information Technology (IT) Division provides for management, planning, service and support for all computers, servers, wired and wireless network systems, cybersecurity systems, user accounts, mobile computing, and phones within the City. It also maintains the City's databases, geographic information system (GIS), websites, and emergency radios. IT plays a central role in ensuring all software and digital processes are utilized to their full potential.

The IT Division operates within the City Manager's Office. The division currently supports and/or maintains 180+ full-time/part-time user accounts, 120+ computers, 100± VoIP phones, 25+ databases and 20+ desktop applications across 7 departments.

GENERAL PURPOSE

Performs a variety of complex technical work in the development, installation and maintenance of information technology systems throughout the various departments of the organization. Provides various systems analyst activities including architecting and maintaining data storage systems; testing and maintaining computer application systems; enabling access to multiple data sets across multiple endpoints; and performing a variety of technical tasks relative to assigned areas of responsibility. This class is distinguished from the lower level of System Administrator II by requiring the use of advanced technical skills.

SUPERVISION RECEIVED

Works under the general direction of the Deputy City Manager assigned to Information Technology.

SUPERVISION EXERCISED

May manage and assign tasks to other classifications within the department.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position is responsible for maintaining the operational availability of a distributed network environment. The System Administrator will work as part of a team in a fast-paced environment to fulfill work requests, implement new technology and services, and perform maintenance and upgrades, which may occur outside of normal business hours.

  • Establishes appropriate security protocols to protect against internal and external threats.
  • Maintains VPN connections for staff and vendors.
  • Analyzes and evaluates existing information system operations and programs to identify, recommend, and implement new and modified automated systems.
  • Performs analysis of, plans, develops, and administers WAN and LAN systems.
  • Designs networks with appropriate routing tables, protocols, and IP class structures.
  • Analyzes and updates operating instructions and documentation.
  • Performs system and network configuration modifications and fixes to correct and optimize system performance and cost-effectiveness.
  • Plans and maintains organization-wide information systems, services, and network facilities. Participates in capital improvement projects and gives input on technology systems and requirements.
  • Assists staff to diagnose and solve computer equipment problems.
  • Reviews reports of computer and peripheral equipment production, malfunction, and maintenance to ascertain costs and plans operating changes.
  • Responsible for maintaining access to all network resources for staff and applications. Ensure power backup and redundancy systems are adequate and functioning for constant access.
  • Architects and maintains all data storage, backup and archival environments.
  • Assists in the planning, acquisition, installation, and maintenance of new equipment and equipment modifications or enhancements.
  • Reviews and implements the disaster preparedness/emergency response and recovery plan and ensures integrity and security of network resources.
  • Participates in the creation of annual and long-range computer technology plans.
  • Coordinates with management staff, support staff, technical personnel, or vendors to solve problems, as required.
  • Maintains and supports the emergency radio network. Plans for necessary upgrades and service expansion.
  • Participates in special projects as assigned by supervisor.
  • Performs related duties and responsibilities as required.

PERIPHERAL DUTIES

Provides temporary and vacation relief in similar occupational fields as necessary.
Typical Qualifications

QUALIFICATIONS

Education and Experience:

  • Graduation from an accredited four-year college or university with a degree in information technology, system administration, computer science or a closely related field, and at least 6 years of experience, or
  • At least 8 years of experience in System Administration or related field and an Associate's Degree in an applicable field.

Necessary Knowledge, Skills and Abilities:

  • Extensive knowledge of network and routing best practices
  • Considerable knowledge of local area networks (LAN) and wide area networks (WAN).
  • Skill in operating available tools and equipment.
  • Proficient in VMWare products, technologies and architecture.
  • Proficient in current Microsoft Windows workstation and server operating systems.
  • Knowledge of TCP/IP protocol and knowledge of networking hardware and software, diagnosis, configuration and installation.
  • Knowledge of Active Directory.
  • Proficiency with scripting and automation tools.
  • Ability to work on-call and participate in rotating standby duty schedule including working after hours and weekends as needed.
  • Ability to prepare and analyze complex reports; ability to maintain efficient and effective automated systems; ability to install and troubleshoot PC systems; ability to effectively supervise staff; ability to establish and maintain effective working relationships with employees and city officials; ability to effectively communicate orally and in writing.
  • Possess excellent customer service skills using tact, judgment and discretion and have a flexible, approachable, friendly demeanor. Willingness to participate in a fast-paced team environment; be self-motivated, highly energetic and creative.

SPECIAL REQUIREMENTS

    1. Possession of a valid Class C California driver license and a satisfactory driving record.

    1. Pursuant to California Labor Code Section 3211.9, service is essential in times of extreme emergency or disaster. For this reason, State law designates public employees as "Disaster Service Workers". Even when off-duty, this position may be required to return to duty in case of emergency or disaster.

VACATION: 10 days per year, gradually increasing to 24 after 20 years completed.

Tasks

  • Maintain and administer computer networks and related computing environments including computer hardware, systems software, applications software, and all configurations.
  • Perform data backups and disaster recovery operations.
  • Diagnose, troubleshoot, and resolve hardware, software, or other network and system problems, and replace defective components when necessary.
